    Renewable Energy Market Analysis: GCC 2019

    This report from the International Renewable Energy Agency (IRENA) explores the prospects for renewables to diversify both national economies and the combined GCC energy mix, while also helping the region meet climate commitments and contribute to the 2030 Agenda for Sustainable Development.

    Renewable energy has advanced rapidly in the Gulf Cooperation Council (GCC) countries since 2014. The project pipeline reached almost 7 gigawatts (GW) of new power generation capacity by 2018, after record breaking bids in renewable energy auctions in the United Arab Emirates (UAE) and Saudi Arabia made solar power cost-competitive with conventional energy technologies.

    2018 U.S. Utility-Scale Photovoltaics-Plus-Energy Storage System Costs Benchmark

    Market growth for utility-scale photovoltaic (PV) systems has been rapid for several years. Today, with the cost reductions of energy storage technologies, the combining PV and energy storage has become feasible and beneficial, especially for the areas that have only PV standalone systems and need to shift the peak load to meet electricity demand in the evening.

    Overall, utility-scale PV plus energy storage systems can provide dispatchable energy and reliable capacity. This study details cost factors, including labor costs, material costs, overhead, and permitting costs using a system-level bottom-up cost modeling approach. We use this model to benchmark PV-plus-storage installation system cost and identify the cost difference for AC- and DC-coupled systems and duration variation. Finally, we assess the cost reduction opportunities of colocating PV systems with energy storage systems in order to indicate the possible economic impacts of the PV-plus-storage configuration and help future research and development (R&D) effects in the context of U.S. energy storage policymaking.

    Paying for energy transitions: public perspectives and acceptability

    Under the UK Climate Change Act 2008, the government has committed to reduce greenhouse gas emissions by 80% by 2050 relative to 1990 levels (Climate Change Act, 2008). This will require a large shift in the UK’s energy system, ranging from energy production, across transmission to consumption.

    The public are implicated in the transition process as energy users, increasingly also as energy producers and as active members of society who might support or oppose energy projects and policies. Previous research (Demski et al., 2015; Parkhill et al., 2013) has shown that there is widespread public support for transitioning to a low-carbon, affordable and reliable energy system – however, this change is associated with costs and it remains to be seen how these costs will be covered.

    This research explores the views of the British public on how the energy transition should be financed. Drawing on a survey of 3,150 respondents and focus groups in 4 locations across Great Britain, it investigates what responsibility members of the public assign to government, energy companies and the general public for financing energy system change.

    A New World: The Geopolitics of the Energy Transformation

    Aware that the growing deployment of renewables has set in motion a global energy transformation with significant implications for geopolitics, Adnan Z. Amin, the Director-General of the International Renewable Energy Agency (IRENA), with the support of the Governments of Germany, Norway and the United Arab Emirates, convened the Global Commission in January 2018.

    Chaired by former President Ólafur Ragnar Grímsson of Iceland, the Commission comprises a diverse group of distinguished leaders from the worlds of politics, energy, economics, trade, environment and development. The Commission is an independent body with members serving in their individual capacity.

    This Report analyzes the geopolitical implications of the global energy transformation driven by renewables. It is the culmination of ten months’ deliberations by the Commission, involving four meetings held in Berlin, Oslo Reykjavik and Abu Dhabi respectively, as well as consultations with business leaders, academics and policy thinkers. It is informed by a number of background papers drafted by experts in the fields of energy, security and geopolitics.

    For many of us, climate change is a distant, complex issue that is difficult to understand. Most people recognise the problem and many are worried about it, but they can’t connect with how climate change will affect them personally and what they, as individuals, can do about it.

    As the world’s temperatures rise and consumer behaviour remains stuck at unsustainable levels, an urgent question for business, governments and civil society is: How can we engage people across the world to act on climate change?

    We identified four consumer segments according to their beliefs, levels of empowerment, and the kinds of solutions they look to. And we developed a Climate Activation Framework to explain how we can engage people on climate change.

    POLÍTICA NACIONAL DE LABORATORIOS: PRIORIDADES PARA MEJORAR EL CUMPLIMIENTO DE ESTÁNDARES DE CALIDAD

    La Política Nacional de Laboratorios a través de la cual se busca definir lineamientos de política pública alrededor de tres grandes estrategias: (i) mejorar las capacidades técnicas de los laboratorios, (ii) establecer incentivos que permitan consolidar el mercado de servicios de laboratorios, apropiar la cultura de la calidad y fomentar el trabajo en red, y (iii) mejorar el marco normativo e institucional aplicable a los laboratorios que permita una correcta gestión y articulación del Subsistema Nacional de la Calidad (Sical) y del Sistema Nacional de Competitividad, Ciencia, Tecnología e Innovación (SNCCTI).

    El cumplimiento de estas estrategias permitirá el aprovechamiento de más de trece Tratados de Libre Comercio (TLC) de Colombia con el mundo, además de la sofisticación del aparato productivo y diversificación de la oferta exportable, y la innovación e investigación con aplicaciones para la industria (patentes).

    Measuring the Information Society Report 2018

    The 10th edition of the Measuring the Information Society Report, an annual report published by ITU since 2009, features key ICT data to measure the information society. The report presents a quantitative analysis of the information society and highlights new and emerging trends and measurement issues.

    The 2018 edition of the Measuring the Information Society Report was launched during the 16th World Telecommunication/ICT Indicators Symposium (WTIS), 10 to 12 December 2018 in Geneva, Switzerland.

    The report starts with a presentation of the current state of ICTs, using data collected by ITU from its Member States. Three analytical chapter complete Volume 1 of the Report. Chapter 2 highlights the increasing importance of ICT skills in light of emerging technologies for future employment. The chapter focuses on the measurement of ICT skills, presents existing results based on ITU household data and other sources, and highlights opportunities for how the measurement of ICT skills can be improved. Chapter 3 has a specific focus on revenue and investment in the telecommunication sector. Chapter 4 presents the different metrics that ITU collects to track and compare the price and affordability of ICT services worldwide. The analytical report is complemented by a series of statistical tables providing country-level data for the indicators included in the ITU ICT Price Basket.
