Se centra en los servicios fiscales prestados por los pa\u00edses latinoamericanos y en los efectos transformadores de las aplicaciones tecnol\u00f3gicas en los servicios a los contribuyentes. El informe presenta un marco anal\u00edtico basado en tres pilares principales: la evaluaci\u00f3n de los niveles actuales de digitalizaci\u00f3n en las AATT, el marco legal para la digitalizaci\u00f3n y una evaluaci\u00f3n de las \u00e1reas de mejora basada en los principios de buena administraci\u00f3n tributaria y las mejores pr\u00e1cticas. Tambi\u00e9n se discuten las mejores pr\u00e1cticas para la transformaci\u00f3n digital en los pa\u00edses de Am\u00e9rica Latina y el Caribe (ALC) y se presenta una hoja de ruta para mejorar los servicios digitales al contribuyente. El informe concluye que la digitalizaci\u00f3n de los servicios tributarios puede conducir a un mejor cumplimiento tributario y gobernanza, pero destaca que no existe un enfoque \u00fanico para la digitalizaci\u00f3n. Cada AT debe adaptar su enfoque a sus necesidades espec\u00edficas. Los avances tecnol\u00f3gicos han perturbado el funcionamiento tradicional de las administraciones tributarias. Aunque el t\u00e9rmino \u00abperturbaci\u00f3n\u00bb suele tener connotaciones negativas, la tecnolog\u00eda ofrece de hecho numerosas oportunidades de mejora en todos los \u00e1mbitos de las operaciones de las AATT (servicios fiscales, control del cumplimiento, gesti\u00f3n del rendimiento, gobernanza y riesgo). La tecnolog\u00eda es un factor clave en la transformaci\u00f3n digital de las AV, y para ser eficaz debe trabajar en armon\u00eda con otras estrategias organizativas. <\/span><span lang=\"es\">Este documento se centra en los servicios fiscales prestados por las AATT en Am\u00e9rica Latina y algunos pa\u00edses indicativos del Caribe, as\u00ed como en los efectos transformadores de las aplicaciones tecnol\u00f3gicas en los servicios a los contribuyentes, los retos en t\u00e9rminos de derechos de los contribuyentes y el impacto de la transformaci\u00f3n digital en los principios de buena pol\u00edtica fiscal. Los servicios se abordan como un \u00e1rea crucial de la autoridad administrativa de las AATT en la aplicaci\u00f3n de la legislaci\u00f3n fiscal, as\u00ed como un paso importante hacia el cumplimiento efectivo y voluntario. Como tal, la digitalizaci\u00f3n de estos servicios libera el potencial para un mejor cumplimiento fiscal y gobernanza, al tiempo que pone de relieve las limitaciones existentes. Por lo tanto, el objetivo del estudio es comparar las pr\u00e1cticas administrativas tributarias entre los pa\u00edses de Am\u00e9rica Latina y el Caribe (ALC) con respecto a la prestaci\u00f3n de servicios tributarios, evaluar el nivel de su madurez digital, discutir las mejores pr\u00e1cticas de los pa\u00edses ALC y no ALC, y proponer formas de mejorar los servicios tributarios en ALC con la ayuda de las tecnolog\u00edas digitales y la implementaci\u00f3n de pol\u00edticas tributarias digitales. <\/span><\/p><p lang=\"es\" style=\"margin: 0in; font-family: Calibri; font-size: 12.0pt;\">\u00a0<\/p><p lang=\"es\" style=\"margin: 0in; font-family: Calibri; font-size: 11.0pt;\">La transformaci\u00f3n digital de cada AT depende principalmente de los objetivos espec\u00edficos de que se trate. Aunque los objetivos pueden converger en muchos casos, tambi\u00e9n puede haber situaciones en las que las necesidades de cada AT sean diferentes. Por lo tanto, no existe un enfoque \u00fanico para el \u00e9xito de la digitalizaci\u00f3n de una AT. En consecuencia, los principios y conceptos desarrollados en este informe pretenden proporcionar un marco o gu\u00eda basada en principios que cada AT pueda seguir y adaptar a sus necesidades espec\u00edficas. Este documento presenta un marco anal\u00edtico que se basa en tres pilares principales: (i) una evaluaci\u00f3n de los niveles actuales de digitalizaci\u00f3n en las AATT, es decir, el examen del estado de la prestaci\u00f3n de servicios de tributaci\u00f3n electr\u00f3nica en el pa\u00eds de ALC en cuesti\u00f3n y una evaluaci\u00f3n de su madurez digital; (ii) el marco jur\u00eddico para la digitalizaci\u00f3n y la medida en que permite o limita el proceso de digitalizaci\u00f3n; y (iii) una evaluaci\u00f3n de las \u00e1reas de mejora basada en los principios de buena administraci\u00f3n tributaria y las mejores pr\u00e1cticas de la experiencia en los pa\u00edses de ALC, en su caso. El concepto de \u00abmodelo de madurez digital\u00bb se presenta en el cap\u00edtulo 3 y se desarrolla con m\u00e1s detalle en el cap\u00edtulo 5; es clave para la evaluaci\u00f3n de los niveles actuales de digitalizaci\u00f3n (primer pilar), as\u00ed como para proporcionar orientaci\u00f3n sobre las \u00e1reas de mejora (tercer pilar). A efectos de este documento, los pa\u00edses de ALC se han dividido en tres niveles, coherentes con el modelo de madurez digital, que indican el nivel actual de digitalizaci\u00f3n de sus AATT (y, por tanto, tambi\u00e9n su potencial de mejora en el futuro). El an\u00e1lisis revela que la experiencia de un pa\u00eds con la transformaci\u00f3n digital de los servicios tributarios no puede duplicarse autom\u00e1ticamente en otro pa\u00eds.
