That might have been a subtle dig at\u00a0<a href=\"https:\/\/www.maine.gov\/governor\/mills\/news\/after-maine-surpasses-100000-heat-pump-goal-two-years-ahead-schedule-governor-mills-sets-new\">Maine<\/a>, which has more heat pumps overall and has been installing them at a faster clip, or Massachusetts, which has\u00a0<a href=\"https:\/\/www.capecodtimes.com\/story\/news\/environment\/2023\/12\/28\/heat-pumps-greenhouse-emissions-massachusetts-slow-reach-goal\/71982955007\/\">big ambitions but lags behind<\/a>. Each of those states is part of the U.S. Climate Alliance, which has\u00a0<a href=\"https:\/\/usclimatealliance.org\/press-releases\/decarbonizing-americas-buildings-sep-2023\/\">set a goal of accelerating deployment of heat pumps<\/a>, and incentive programs are a big part of achieving that target. But despite all of the glowing rhetoric, there is at least one major challenge: heat pump rebate programs in New England\u00a0<a href=\"https:\/\/ecori.org\/heat-pump-incentive-program-reports-sluggish-use-so-far\/\">are struggling to reach<\/a>\u00a0low-income households, especially those currently heating with gas, the most important constituency.<\/p><p style=\"font-weight: 400;\">As states across the country\u00a0<a href=\"https:\/\/www.energy.gov\/scep\/home-energy-rebates-program-status-state-applications\">prepare to launch home energy rebates<\/a>\u00a0for efficient products like heat pumps, there are\u00a0<a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2023-10-06\/how-maine-became-the-heat-pump-capital-of-the-us\">lessons to be learned<\/a>\u00a0from the existing programs in the Northeast. The\u00a0<a href=\"https:\/\/www.energy.gov\/scep\/home-energy-rebates-program-design-and-implementation\">goals of the new federal funding for home energy rebates<\/a>\u00a0include lowering energy burdens, reducing pollution, and innovative program designs that spur widespread adoption. Energy burdens and insecurity for low-income households are already\u00a0<a href=\"https:\/\/www.aceee.org\/blog-post\/2023\/10\/proactive-steps-needed-reduce-burdens-households-experiencing-energy-insecurity\">unacceptably high<\/a>\u00a0in communities across the country, and the potential for\u00a0<a href=\"https:\/\/www.aceee.org\/research-report\/u2302\">skyrocketing gas prices<\/a>\u00a0as more households switch to efficient electric heating cannot fall on those
