Energy infrastructure is the \u201cother side of the coin\u201d or the hardware of the internal market, the rules that govern market functioning and access to infrastructure forming the first side or the software.<\/span><\/p><p style=\"margin: 0in; font-family: Calibri; font-size: 11.0pt;\"><span style=\"background: white;\">\u00a0<\/span><\/p><p style=\"margin: 0in; font-family: Calibri; font-size: 11.0pt;\"><span style=\"background: white;\">The EU\u2019s internal market rules have evolved over almost three decades, from the first package in 1996, which started the market liberalisation process, to the gas and hydrogen package as well as the review of electricity market design, both in 2024, as, i.a., the response to the energy crisis and the high and volatile electricity prices. Today, all EU Member States\u2019 electricity markets are coupled: consumers and producers benefit from cross-border trade and optimisation of electricity flows in the order of 34 billion euros annually, as estimated by ACER.<\/span><\/p><p style=\"margin: 0in; font-family: Calibri; font-size: 11.0pt;\"><span style=\"background: white;\">\u00a0<\/span><\/p><p style=\"margin: 0in; font-family: Calibri; font-size: 11.0pt;\"><span style=\"background: white;\">EU\u2019s energy infrastructure policy<\/span><a href=\"https:\/\/fsr.eui.eu\/grids-and-trans-european-networks-for-energy\/#_ftn1\"><span style=\"background: white;\">[1]<\/span><\/a><span style=\"background: white;\">\u00a0underwent a major rehaul in 2013, whereby focus was put on cross-border infrastructure development, regional cooperation to identify and monitor progress of key projects (called projects of common interest PCI), and a toolbox to facilitate implementation. The\u00a0<\/span><a href=\"https:\/\/fsr.eui.eu\/the-ten-e-regulation\/\"><span style=\"background: white;\">Regulation on trans-European energy networks<\/span><\/a><span style=\"background: white;\">\u00a0(TEN-E) was reviewed in 2022, when fossil gas was removed from its scope<\/span><a href=\"https:\/\/fsr.eui.eu\/grids-and-trans-european-networks-for-energy\/#_ftn2\"><span style=\"background: white;\">[2]<\/span><\/a><span style=\"background: white;\">, hydrogen brought in and more focus was put on the integration of EU\u2019s off-shore energy potential.<\/span><\/p><p style=\"margin: 0in; font-family: Calibri; font-size: 11.0pt;\"><span style=\"background: white;\">\u00a0<\/span><\/p><p style=\"margin: 0in;\"><span style=\"font-family: Calibri; font-size: 11.0pt;\">The European Commission announced<\/span><a href=\"https:\/\/fsr.eui.eu\/grids-and-trans-european-networks-for-energy\/#_ftn3\"><span style=\"font-family: TTNorm-Regular; font-size: 12.0pt; background: white;\">[3]<\/span><\/a><span style=\"font-family: Calibri; font-size: 11.0pt;\">\u00a0earlier this year the adoption of a grids package for the first quarter of 2026, although latest information suggests the adoption under the current Danish EU Presidency before the end of the year.<\/span><\/p><p style=\"margin-top: 15pt; margin-bottom: 22pt; font-family: Calibri; font-size:
