El contenido se\u00f1ala que el pa\u00eds cuenta con m\u00e1s de 15.000 parques industriales, que aportan m\u00e1s de 30% del PIB, mientras 2.543 parques de nivel nacional y provincial concentran m\u00e1s de 50% de la producci\u00f3n industrial del pa\u00eds. La magnitud clim\u00e1tica tambi\u00e9n es muy alta. Las emisiones de gases de efecto invernadero asociadas a estos complejos representaron m\u00e1s de 30% del total nacional en 2015. A partir de esa escala, se cuantifica el potencial de mitigaci\u00f3n: una reducci\u00f3n de 50% en la intensidad promedio de emisiones evitar\u00eda aproximadamente 1,95 mil millones de toneladas de CO2, y si todos los parques alcanzaran los objetivos de cero carbono (0,2 a 0,3 toneladas de CO2 por tonelada de carb\u00f3n est\u00e1ndar equivalente), la reducci\u00f3n llegar\u00eda a entre 3,3 y 3,5 mil millones de toneladas. El planteamiento no se limita a mitigaci\u00f3n. Tambi\u00e9n ubica a estos parques como plataforma para aumentar consumo local de energ\u00edas renovables, acelerar innovaci\u00f3n tecnol\u00f3gica y articular desarrollo industrial verde a escala regional.<\/p><p style=\"margin: 0in; font-family: Calibri; font-size: 11.0pt;\">\u00a0<\/p><p style=\"margin: 0in; font-family: Calibri; font-size: 11.0pt;\">La pol\u00edtica p\u00fablica ya est\u00e1 avanzando desde enfoques ecol\u00f3gicos y de bajo carbono hacia una etapa expl\u00edcitamente orientada a cero carbono. Ese tr\u00e1nsito se divide en tres fases: exploraci\u00f3n ecol\u00f3gica entre 2007 y 2010, pilotaje bajo en carbono entre 2010 y 2024, y profundizaci\u00f3n de objetivos cero carbono desde 2024. El punto de inflexi\u00f3n lleg\u00f3 en 2025 con el lanzamiento nacional del proceso de aplicaci\u00f3n para parques cero carbono y con la publicaci\u00f3n de un sistema de indicadores de evaluaci\u00f3n. All\u00ed se definieron los umbrales centrales de intensidad de carbono. Los parques con consumo anual entre 200.000 y 1 mill\u00f3n de toneladas est\u00e1ndar de carb\u00f3n deben mantenerse en 0,2 toneladas de CO2 por tonelada equivalente, y aquellos por encima de 1 mill\u00f3n en 0,3. Frente al promedio actual de aproximadamente 2,1, esto representa una reducci\u00f3n cercana a 90%. La expansi\u00f3n del marco tambi\u00e9n avanza en estandarizaci\u00f3n: a agosto de 2025 ya exist\u00edan cuatro est\u00e1ndares locales y cerca de 30 est\u00e1ndares grupales, mientras el primer est\u00e1ndar nacional segu\u00eda en desarrollo. En la pr\u00e1ctica, los proyectos planeados se concentran en parques industriales vinculados con manufactura de equipos de nueva energ\u00eda, principalmente bater\u00edas, componentes fotovoltaicos y turbinas e\u00f3licas, localizados sobre todo en provincias costeras del sureste y en el noroeste con abundantes recursos solar y e\u00f3lico.<\/p><p style=\"margin: 0in; font-family: Calibri; font-size: 11.0pt;\">\u00a0<\/p><p style=\"margin: 0in; font-family: Calibri; font-size: 11.0pt;\">La estrategia t\u00e9cnica se organiza en tres rutas integradas. La primera es construir sistemas energ\u00e9ticos verdes mediante autoconsumo, integraci\u00f3n de renovables cercanas en redes de distribuci\u00f3n, suministro directo de electricidad verde, uso de certificados y comercio de electricidad verde, adem\u00e1s de soluciones t\u00e9rmicas basadas en bombas de calor, biomasa, calor residual e hidr\u00f3geno verde. La segunda es actualizar la estructura industrial y acelerar innovaci\u00f3n, promoviendo electrificaci\u00f3n, eficiencia energ\u00e9tica, tecnolog\u00edas de hidr\u00f3geno, almacenamiento y captura de carbono, adem\u00e1s de nuevas industrias como materiales avanzados y manufactura de alto valor. La tercera es fortalecer gesti\u00f3n de carbono e innovar en modelos de negocio y operaci\u00f3n mediante plataformas de gesti\u00f3n energ\u00e9tica y de carbono, respuesta de demanda, complementariedad multienerg\u00e9tica y participaci\u00f3n en mercados el\u00e9ctricos a trav\u00e9s de plantas virtuales. El contenido tambi\u00e9n distingue trayectorias por tipo de parque. En log\u00edstica el \u00e9nfasis est\u00e1 en edificios y transporte; en ciencia y oficinas, en el sistema edificatorio; en centros de datos, en eficiencia el\u00e9ctrica y suministro limpio; y en parques industriales pesados, en calor de proceso, energ\u00eda, circularidad e integraci\u00f3n material.<\/p><p style=\"margin: 0in; font-family: Calibri; font-size: 11.0pt;\">\u00a0<\/p><p style=\"margin: 0in; font-family: Calibri; font-size: 11.0pt;\">Los mayores cuellos de botella aparecen en energ\u00eda verde local, materiales y financiamiento. Para la electricidad renovable, el contenido identifica tres retos: desalineaci\u00f3n territorial entre recursos renovables y concentraci\u00f3n industrial, necesidad de almacenamiento y control digital para lograr autoconsumo y balance local, y necesidad de definir con claridad las responsabilidades y mecanismos de reparto de costos en proyectos de consumo local. Se cita que el costo de proyectos fotovoltaicos en Qinghai puede ser tan bajo como RMB 0,28\/kWh, m\u00e1s de RMB 0,3 por debajo de regiones orientales, mientras las tarifas ganadoras de sistemas de almacenamiento con bater\u00edas de litio y de flujo de vanadio cayeron aproximadamente 44% y 20% en 2024 frente a 2023. En el frente financiero, se subraya que las inversiones requeridas suelen ir de cientos de millones a miles de millones de renminbi y que los retornos dependen de ahorro energ\u00e9tico, ventas de energ\u00eda, servicios energ\u00e9ticos y mercados de carbono todav\u00eda inmaduros. Por eso se proponen proveedores integrados de energ\u00eda, modelos Energy-as-a-Service, bonos y pr\u00e9stamos verdes espec\u00edficos para parques, agregaci\u00f3n de recursos distribuidos mediante VPP y mecanismos <span style=\"font-style: italic;\">book and claim<\/span> para atributos de sostenibilidad. Bajo ese contexto, una reducci\u00f3n de 50% en la intensidad promedio de carbono de los parques podr\u00eda evitar alrededor de 1,95 mil millones de toneladas de CO2, mientras un cumplimiento generalizado de metas de cero carbono permitir\u00eda evitar entre 3,3 y 3,5 mil millones de toneladas. La estrategia se apoya en cuatro innovaciones principales: Energ\u00eda cero carbono con soluciones integradas, materiales y mol\u00e9culas bajas en carbono, nuevos modelos de inversi\u00f3n y financiamiento, y mayor transparencia de emisiones. Tambi\u00e9n se destaca que el desarrollo de parques cero carbono ya entr\u00f3 en una nueva fase de pol\u00edtica p\u00fablica. En 2025 se lanz\u00f3 el proceso nacional de aplicaci\u00f3n para estos parques y se fijaron umbrales de intensidad de emisiones de 0,2 y 0,3 toneladas de CO2 por tonelada equivalente de carb\u00f3n est\u00e1ndar, cerca de 90% por debajo del promedio actual de
