Communication networks are an integral part of critical infrastructures such as the bulk electric system (BES). A black sky event is a severe natural or man-made catastrophe that disrupts the normal functioning of critical infrastructures across a large region. Resilient communications systems are needed to support and expedite the restoration and recovery of critical infrastructures, such as the BES, from such events.
The demonstration included establishing and conducting several three-way conference calls among PJM, Southern Company, and NYPA. Each of the three primary participants exercised point-to-point calls with a substation, a generation facility, and at least one neighboring utility or additional point of contact. A qualitative evaluation of each system’s performance during the demonstration was recorded.
