This report presents the Total Value Test (TVT) as a metric for the cost-effectiveness of energy efficiency measures and programs, inclusive of electrification. The TVT represents an amalgam of the best attributes of the standard practice tests for energy efficiency that have been implemented by utilities and state regulatory bodies for decades, adapted and refined to include a more comprehensive set of benefits and costs characteristic of electrification considerations, including environmental impacts.

The TVT can be applied to objectively compare the cost-effectiveness of electric, natural gas, or other options, and is not disposed to favor any particular technology based on how it is powered or fueled. The report provides a review and critique of the energy efficiency standard practice tests, presents the rationale and methodology of the TVT, and illustrates the use of the TVT in three case studies.

Cities are key players in the renewable energy transition. The Preliminary Findings of the Renewables in Cities Global Status Report illustrates how cities are using renewable energy in the electricity, heating and cooling and transport sectors. The report looks at what motivates cities to use renewables and also documents the types of policies, innovative technologies, business models, and community engagement initiatives that cities are using to implement the renewable energy transition.

200 experts have provided data and information from around the world for The Preliminary Findings of the Renewables in Cities Global Status Report. REN21 carried out more than 40 interviews to fill data gaps and gather further information on specific topics.

The sixth edition of the report provides information and statistics on installed capacity and estimated generation by country and by region, as well as articles by five leading government ministers.

Key findings: More than 21.8 gigawatts (GW) of renewable hydroelectric capacity was put into operation in 2018.  Electricity generation from hydropower projects achieved a record 4,200 terawatt hours (TWh) in 2018, the highest ever contribution from a renewable energy source, as worldwide installed hydropower capacity climbed to 1,292 GW, according to the report.
