    Moldova 2022

    Esta revisión en profundidad de las políticas energéticas de Moldavia sigue el mismo formato utilizado por la Agencia Internacional de la Energía (AIE) para sus revisiones por pares de los países miembros. Realizado bajo los auspicios del programa EU4Energy, ha sido financiado por la Unión Europea y ejecutado por la AIE, junto con la Comunidad de la Energía y la Carta de la Energía.

    Moldova is largely dependent on fossil fuel and electricity imports, with the vast majority of its natural gas imports coming from the Russian Federation. Moldova has made considerable efforts to diversify their supply sources and increase the security of both electricity and gas supply. Further integration with Europe for both gas and electricity imports is ongoing as Moldova prioritises moving away from Russian sources of energy. The March 2022 emergency synchronisation with ENTSO-E, triggered by Russia’s invasion of Ukraine, has pushed Moldova closer to full electricity trade with Europe.

    Why governments should target support amidst high energy prices

    La agresión a gran escala de Rusia contra Ucrania ha contribuido a elevar los precios de la energía en todo el mundo, lo que ha provocado respuestas de los gobiernos. Los gobiernos de toda la OCDE y de las principales economías no miembros han desplegado importantes ayudas para proteger a los hogares y a las empresas de los impactos de los altos precios de la energía que siguieron a la fuerte recuperación de la demanda tras la caída de la COVID-19 y las consecuencias de la guerra en Ucrania. Aunque son relativamente sencillas de introducir y comunicar en general, las medidas que actúan para reducir el precio de la energía no son específicas y debilitan los incentivos para reducir el uso de la energía cuando la oferta es escasa.

    Energy prices have been soaring since early 2021 due to a combination of supply and demand factors. These include long-term trends such as underinvestment in natural gas and clean energy supply, and short-term developments like reductions in natural gas spot delivery by Russia and a strong recovery in demand in the aftermath of the COVID-19 slump (IEA, 2021[1]). The war in Ukraine has put further strain on already tight energy markets and increased uncertainty over the near term development of supply. Russia has cut off energy supply to several countries, and others have introduced embargoes on Russian energy imports.

    Since the last IEA review in 2017, Norway has remained a global pillar of energy security, providing the world with stable supplies of oil and gas produced in an environmentally conscious manner. Norway has updated its already ambitious targets to reduce greenhouse gas emissions, with plans to achieve 90-95% reductions (excluding sinks) from 1990 levels by 2050.

    Las amplias reformas económicas de Uzbekistán se ampliaron para abarcar la energía en 2019, cuando el Gobierno puso en marcha una transición en varias fases para pasar del modelo de sector energético estatal y subvencionado a mercados competitivos de gas, petróleo y electricidad con una importante participación del sector privado y precios de la energía que cubran los costos.

    The reform plans to diversify the country’s energy supply, which domestic natural gas continues to dominate in all sectors, including transport. Natural gas exports will be phased out by 2025 and the gas will be used increasingly to expand petrochemicals production, while Uzbekistan’s significant but unexploited solar and wind resources will be harnessed to help build a cleaner power sector to 2030. While energy use per capita is low, the country’s economy remains one of the most energy-intensive in the world, and massive potential remains to improve energy efficiency through incentives and mandates.

    Nuclear Power and Secure Energy Transitions

    La energía nuclear y las transiciones energéticas seguras: From Today’s Challenges to Tomorrow’s Clean Energy Systems es un nuevo informe de la Agencia Internacional de la Energía que analiza cómo la energía nuclear podría ayudar a resolver dos grandes crisis -la energética y la climática- a las que se enfrenta el mundo en la actualidad. La invasión rusa de Ucrania y las interrupciones del suministro energético mundial que ha provocado han hecho que los gobiernos se replanteen sus estrategias de seguridad energética, centrándose más en el desarrollo de suministros más diversos y de base nacional. Para muchos gobiernos, la energía nuclear es una de las opciones para lograrlo.

    In this context, the report examines the difficulties facing nuclear investment, particularly in advanced economies, in the areas of cost, performance, safety and waste management. It considers the additional challenge of meeting net zero targets with less nuclear power than envisioned in the IEA Net Zero Roadmap, as well as what kind of cost targets could enable nuclear power to play a larger role in energy transitions. For countries where nuclear power is considered an acceptable part of the future energy mix, the new report identifies the potential policy, regulatory and market changes that could be implemented in order to create new investment opportunities. It also looks at the role of new technologies, particularly small modular reactors, and their potential development and deployment.

    With abundant water potential from its rivers, natural lakes and glaciers, Tajikistan is almost exclusively reliant on hydro for electricity generation. It is home to some of the world’s largest hydropower plants and is ranked eighth in the world for hydropower potential with an estimated 527 terawatt-hours (TWh). Currently only 4% of the country’s hydro potential is exploited. Tajikistan’s geographic proximity to some of the world’s fastest-growing energy markets means that investing in developing its hydropower potential can contribute to regional energy security and the clean energy transition, in addition to addressing Tajikistan’s high vulnerability to climate change and natural disasters.

    Kazakhstan has made ambitious commitments to reduce greenhouse gas emissions and increase the role of renewables in its energy supply, but dependence on large reserves of inexpensive domestic coal and a lack of flexible generating capacity make these a challenge. Oil continues to provide much of the country’s export earnings and government revenue, while many oil-importing countries have pledged to reduce consumption of fossil fuels, and most oil exports currently transit the Russian Federation. Low domestic energy prices are a social priority for the government, but have made it difficult to promote energy efficiency and stimulate commercial production of gas for the domestic market.

    Se trata de un punto crucial en el camino del Reino Unido hacia el Net Zero. El Reino Unido es uno de los pocos países con objetivos de emisiones en línea con el objetivo de temperatura a largo plazo del Acuerdo de París. La ambición política también ha avanzado sustancialmente con la publicación de la Estrategia Net Zero del Reino Unido.

    In most areas, these ambitions are credible, in line with the required pace and scale of change. It is now time to deliver the promised action.  This report marks a change in the CCC approach, with a new monitoring framework focused on delivery against the Net Zero Strategy. Emissions in 2021 bounced back to some extent after COVID-19 but remain 10% below 2019 levels. This report also marks a change in the CCC approach. We have increased our focus on tangible changes in the economy and across society, monitoring key indicators of progress against a new model of change in each sector. We track progress against the Government’s own Net Zero Strategy, but we also highlight risks to its delivery.
